Concerns Voiced to Oakwood City Staff

On June 11, 2208 representatives from NOA met with Oakwood staff. Present were Steve Young, Barbara Miller, Denise Feeney and Martha Haley from NOA. Oakwood staff present were Norbert Klopsch, Jay Weiskircher, and Alex Bebris. The following items were discussed: prevalence of student rentals and affect on housing values, parking permits, and noise from the UD Campus.

  • Regarding the prevalence of student rentals, the city staff will be “thinking outside the box” and researching what other cities have done in this regard and if there are any methods to prevent the whole of Irving Avenue in Oakwood from becoming student rentals. They will report back to NOA when their research is complete perhaps in time for the next NOA meeting in August.
NOA members stressed to the city employees the importance of action against homes where the number of unrelated persons violates the zoning code.
  • The city staff encouraged residents to collect as much information as possible, including license plate numbers and names. They can’t act on a complaint about “a bunch of kids on Irving Avenue”; they need facts.
Oakwood staff encourage residents in North Oakwood to call 298-2122 (Oakwood Dispatch) when problems occur with neighbors, noise from the UD area or when they see what they think may be zoning or other violations. This allows Oakwood to keep a record of the frequency of calls regarding those problems. If residents also want to place a call to UD, they may, of course. It should be noted that you do not have to give your name when you call Oakwood Dispatch. If you do give your name, it is recorded.
  • If you suspect zoning regulation violations, you can also email Jay Weiskircher. If you wish, you can copy NorthOakwoodAssociation@gmail.com and NOA will keep track of the issues as well.
  • The parking permits have gone through several iterations since they were first issued. Since March 14, 2008 the city believes they’ve found the best solution. New parking permits are registered to vehicles and homes. No more than 2 are permitted for each house.
  • The staff shared the results of the noise studies they had conducted; the studies may not have been conducted on concert nights at the amphitheatre.
