There was considerable discussion amongst the Commission members, members of the public, Mr. Routsong, and Mr. Routsong's legal and development team.<br />

We will continue to publish photos until the development is completed. We've also included a photo of the funeral home as it looked in 1915. The bottom line is that city staff has attempted to work out a compromise with Mr. Routsong, but all attempts have been unsuccessful. (In fact, he even presented a new plan that apparently has more issues than the one presented in September. We were not shown the plan.)</span><br style="font-family: trebuchet ms,sans-serif;" /> <span style="font-family: trebuchet ms,sans-serif;"> </span><br style="font-family: trebuchet ms,sans-serif;" /><span style="font-family: trebuchet ms,sans-serif;">On Monday, our city council will hear the appeal and vote whether or not to uphold the decision of the planning commission; the vote will be based on the September site development plan. Therefore, the City staff assume that the applicant will exercise his right to file an Appeal with Common Pleas Court. An appeal must be filed within 30 days. In the meantime, both parties agreed to continue looking at ways to try and resolve the remaining issues to the mutual satisfaction of the parties.<br />

"It" is the future of our little corner of Oakwood and Monday, 12/14/09, is when the City Council members hear and vote on the appeal by the Routsong team to reverse the decision made by the Planning Commission. At that meeting in September, the commission members unanimously rejected the development plan. And, as one member stated, the objections were based on what is (and is not) a neighborhood business with the "emphasis on neighborhood."<br />

As far as we know, nothing in the plan has changed: <br />

The sidewalk is still moved closer to Oakwood Avenue with a resulting 'misalignment' all the way down the avenue.<br />
The drive-thru window is still on the Irving Avenue side of the building.<br />
Parking is still in the front of the building with no option to back out or turn around should the spaces be full. (This issue was the main reason for the commission's denial of the development.)<br />
The back (east) side of the building--the one most visible to pedestrians walking down Irving Avenue--is still the least attractive.<br />
Here's what we do know. The Planning Commission has listened and heard our concerns; the attendance at all the meetings over these many months has made a difference. Our being in the audience has shown the council and commission that we do care about our neighbors and the future of our neighborhood. <br />

Member Harrison Gowdy voted against the request.</p> <p>"I'm sorry it wasn't the original plan. You know we'll take what we can get," said Thomas Routsong, president and owner of Routsong Funeral Home and Crematory Services.</p> <p>Routsong wants to tear down his funeral home and use the property as part of a retail center. The size of the building has been reduced from 10,500 to 8,129 s.f.<br />2. <span style="font-weight: bold;">The proposal is confined to the lots currently being used for the existing use. In other words, the applicant is no longer requesting to demolish or rezone the residential properties @ 20 Oakwood Ave and 222 Irving Ave.</span><br />3. The portion of the public alley that was vacated in the mid-1970's will be closed to thru-traffic and become part of the development.<br />4. The city staff recommended against the rezoning. The consultant who knows Oakwood and worked with Oakwood recommended against the rezoning. Over 150 residents signed petitions against the rezoning. Rezoning is inconsistent with the Oakwood Comprehensive Plan. Yet, the commission tabled the vote. The discussion on the issue lasted from 4:30 to 8:00 p.m.<br /><br />What a disappointment. So, it appears that Mr. Routsong and his attorneys will now have time to "roll up their sleeves" and see what they can do to respond to the city staff and the residents' legitimate objections to the rezoning of the 2 properties.
